The Committee on Prevention and Suppression of Corruption and Misconduct, House of Representatives
organized the seminar “Public Participation in Building a Transparent and Corruption-Free Society”
at Seminar Room B1-5, B1 Floor, Parliament Building, Dusit District, Bangkok.

Pol. Maj. Manassanan Kantasri Deputy Director Center for Crime Science presented on the topic: “Crime Science in Anti-Corruption”
Corruption in the Perspective of Crime Science Corruption is not a distant issue—it is a crime embedded in daily life, from running red lights and cutting queues to bribery.
It can be categorized into 2 dimensions:

• Corruption as a Crime → bribery, embezzlement of state assets, abuse of power. 

• Corruption as a Facilitator → corruption accelerates the occurrence of other crimes, such as drug trafficking, human trafficking, and call center scams.

Why does corruption persist? Because society “tolerates it,” and penalties are not strictly enforced, even though the law prescribes the maximum punishment of death penalty.
According to Deterrence Theory Punishment deters only when it is certain, swift, and equal — not just when it is severe but rarely enforced.
Crime Science Approaches to Solutions: 

• Strengthen Procedural Justice → a fair, respectful, and accountable justice process. 

• Promote Open Data → enabling citizens to track cases and procedures, reducing opportunities for “under-the-table” dealings. 

• Encourage public and youth participation → empowering people to speak up, report misconduct, and foster an anti-corruption culture.

Youth as a Driving Force Their voices and small actions can truly bring societal change.
