On 15 August 2025, the National Research Council of Thailand (NRCT), under the Ministry of Higher Education, Science, Research, and Innovation (MHESI), organized a seminar and panel discussion titled “Scam City: Decoding Call Center Scams, Transnational Crime, and Cross-Border Fraud”.
The session was presided over by Dr. Wiparat De-Ong, Director of NRCT, who delegated Ms. Sirinporn Diaotrakul, Deputy Director of NRCT, to deliver the welcoming remarks. Asst. Prof. Pol. Col. Pipat Chanruam, Ph.D. Director, Center for Crime Science outlined the objectives of the event following by Pol. Maj. Manassanan Kantasri Deputy Director, Center for Crime Science and Pol. Lt. Col. Seksin Seemapollakul Secretary, Center for Crime Science , who presented the work of the Center for Crime Science Hub of Knowledge. The seminar was held at MR 210AB, 2nd Floor, Queen Sirikit National Convention Center (QSNCC).

In her speech, Ms. Sirinporn Diaotrakul expressed NRCT’s honor in hosting the seminar under MHESI, emphasizing the importance of developing mechanisms to position Thailand as a national and regional hub for science, research, and innovation. She highlighted the role of the Hub of Talents and Hub of Knowledge in building research networks and fostering collaboration among academia, government, and the private sector to exchange knowledge, develop expertise, and translate research outcomes into real-world applications. The seminar also served as a platform for public engagement and international cooperation. She concluded by thanking all contributors for ensuring the success of the event.

The program featured three keynote presentations: “Scam City: Decoding Call Center Scams, Transnational Crime, and Cross-Border Fraud” by Police Major General Dr. Siriwat Deepor, Commander of the Technology Crime Investigation Division 1 and Deputy Spokesperson of the Royal Thai Police. “Applying Academic Knowledge to Address Call Center Scams” by Assoc. Prof. Pol. Lt. Col. Dr. Krisanaphong Poothakool, Chairman of the Criminology and Criminal Justice Administration Program, Rangsit University.


“The Role of Border Management in an Era of Converging Crimes” by Ms. Suchaya Mokkhasen, United Nations Office on Drugs and Crime (UNODC), Southeast Asia and the Pacific.

This was followed by a panel discussion on “Crime Science and the Application of Technology in Crime Management”, featuring Pol. Lt. Col. Phiraphat Mangkalasiri, Ph.D. Deputy Director, Center for Crime Science, Pol. Col. Surachai Suksai, Deputy Commander of Nakhon Pathom Provincial Police, Project Lead of "AI Police Cyborg 1.0." , and Mr. Pakorn Thongjeen, Chief Executive Officer and Co-founder of Security Pitch Co., Ltd , moderated by Ms. Nuengruethai Singthong, Station Manager of Police TV.




In addition, the MHESI Fair: SCI POWER FOR FUTURE THAILAND featured numerous conferences, seminars, panel discussions, and workshops on diverse interdisciplinary topics that reflect global trends and challenges. The fair aims to “inspire new dreams and turn innovation into reality” and runs until 17 August 2025 at the Queen Sirikit National Convention Center.
